Project Background

In February 2023, the NJSEA was awarded a federal Safe Streets and Roads for All (SS4A) planning grant to develop the MAP4S.

MAP4S will provide a robust plan for constituent municipalities within the district to identify current and future roadway safety needs and establish a systematic and proactive safety plan to reduce crashes, particularly those resulting in fatalities or serious injuries.

Project Tasks

  • Developing a community outreach program

  • Establishing and engaging a dedicated Safety Task Force (STF) consisting of representatives from state, county, and municipal government agencies, schools and hospitals, non-profit organizations, and pedestrians/bicyclists’ advocacy groups to assist in the development of MAP4S.

  • Engaging the public, particularly disadvantaged communities, through public events, activities, and an online interactive mapping exercise to identify locations with safety concerns.

  • Collecting and evaluating historic crash data in the District and identifying focus crash types and risk factors that may contribute to crashes, especially fatal and serious injury crashes.

  • Developing targeted safety improvement projects by identifying risk factors and safety concern areas to reduce and ultimately eliminate severe crashes and enhance roadway safety.

  • Defining metrics and a methodology to prioritize safety countermeasure projects.

  • Recommending safety policies to promote the Zero Fatality initiative.

  • Developing a Safety Assessment Tool to assist local municipalities in analyzing their safety needs, prioritizing safety projects, and assessing the effectiveness of safety improvement projects.

  • Establishing the first adopted Safety Action Plan for the Meadowlands District.

MAP4S Schedule

Spring 2024: Develop public/community outreach plan

Summer 2024: Data collection and analysis, public/community outreach activities

Fall 2024: Public/community outreach activities (continued), roadway safety evaluation, identification of roadway safety treatments

Winter/Spring 2025: Development and prioritization of targeted roadway safety improvement projects, safety policy assessment and recommendations

Spring 2025: Development of Safety Assessment Tool (SAT), public hearing to present roadway safety recommendations 

June/July 2025: Final Safety Action Plan, presentation to NJSEA Board of Commissioners for the final adoption of the MAP4S
